Brazil Chamber of Deputies Votes to Legalize Gambling

Brazil’s Chamber of Deputies has voted to legalize online and land-based gambling in the country in a landmark decision.
Deputies voted 246-202 in favor of Bill 442/1191, bringing various forms of gambling to Brazil for the first time since a wide-reaching ban came into effect in 1946.
Bill 442/1191 was first introduced more than 30 years ago, initially as a jogo de bicho bill, and has been subject to various amendments throughout the years, adding more channels and types of gaming.
The bill would bring casino, online gaming, horse racing, slot machines, bingo, and jogo de bicho operations to Brazil.
Casinos can now be established in each of Brazil’s 26 states, in the form of integrated resorts. Under the bill, the state of São Paulo could have up to three casinos, while Rio de Janeiro, Minas Gerais, and Bahia could have up to 2 casinos each. All other states could have one integrated resort each.
Casino licenses will be available through a tender process, where the highest bid will obtain the license. No operator will receive two licenses in the same state, or over five in total.
While licensed online gambling would be permitted, unlicensed foreign websites would be blocked, and servers for locally licensed igaming operators must be located in Brazil. Gambling on credit will be prohibited and tax on winnings will stand at 15%.
The bill will also allow for the creation of SINAJ, a gambling supervisory authority in Brazil. It will consist of a federal registry, a supervisory body, and betting agents.
A service that would identify and block problem gamblers, titled National Register of the Prohibited (RENAPRO), will also be established.

LOTBA, the regulatory authority for online gaming within the Autonomous City of Buenos Aires, is well known for its rigorous compliance and technical standards. While the body manages licensing and enforcement, suppliers must undergo a formal registration process before providing services to local operators. Oddin.gg’s successful registration confirms that it has met all relevant technical, financial, and compliance requirements.

PrizePicks Secures Gaming Licenses in Puerto Rico and Maine

PrizePicks, the largest daily fantasy sports operator in North America, announced it has secured gaming licenses in both Puerto Rico and Maine, marking a major milestone in the operator’s continued growth. With this expansion, PrizePicks becomes the first daily fantasy sports operator to obtain a gaming license in Puerto Rico.
PrizePicks players can now access Arena in Maine, with Puerto Rico set to go live in the coming months. Following the launch, PrizePicks will be operational with its fantasy contests in 47 jurisdictions across the US.

AGLC Announces New Board Chair

Alberta Gaming, Liquor and Cannabis (AGLC) has announced the appointment of Larry Spagnolo as the new Board Chair, effective August 15, 2025. This announcement follows the official Order in Council issued by the Alberta Government and marks a new chapter in AGLC’s ongoing commitment to support communities, encourage responsible choices and position Alberta as the best place to do business.
Larry brings a wealth of experience in technology and business leadership to the AGLC Board and will play an integral role in guiding AGLC’s strategic direction. He is currently serving as VP and GM of Emerson’s SaaS SCADA business and has held senior roles at Zedi and Telus, driving innovation, growth, and global success.
A strong advocate for education and community, Larry serves as Vice Chair of Athabasca University’s Board of Governors and has held board roles with NAIT and Polytechnics Canada. He was awarded the King Charles III Coronation Medal for his community contributions.
AGLC and the Board of Directors extend their heartfelt thanks to Len Rhodes for his leadership and dedication as Board Chair since August 2019. He decided not to seek a third term and will continue to serve in this role until August 14, 2025. Len led AGLC through some significant milestones, including reducing red tape by 51%, growth of the emerging cannabis industry and ensuring AGLC delivered a balanced approach to business development, social responsibility, and regulatory oversight.
