IWG and Virginia Lottery Introduce ‘eDraw’ Style Game

New digital game merges classic lotto mechanic with jackpot top prize

Instant Win Gaming (IWG), a leading supplier of eInstant games to NASPL/WLA-member lotteries, congratulates the Virginia Lottery on the launch of Lotto Virginia, the United States lottery industry’s first on-demand, digital-only lotto game featuring a progressive jackpot top prize.

Lotto Virginia offers a nostalgic lotto experience in a modern digital format to players across the commonwealth. The gameplay is a 6/42 draw matrix. Players can purchase up to four tickets for each draw. Six matching numbers wins the top jackpot prize. The Virginia Lottery previously offered a retail draw game named Lotto Virginia with a similar playstyle.

Lotto Virginia is powered by InstantJackpots, IWG’s progressive jackpots engine that has been deployed in more than 75 eInstant launches over the past two years. Lotto Virginia, including its InstantJackpots prizing, is entirely integrated within IWG’s InstantRGS (remote game server). This allowed the Virginia Lottery to launch the game without any development assistance at the iLottery platform level.

Scientific Games Testifies at Maryland House Ways and Means Hearing in Support of Proposed iLottery Legislation

The Public Policy and Government Affairs Senior Vice-President for Scientific Games, Christine Wechsler, testified today before the Maryland House Ways and Means Committee to share the company’s support of House Bill 1218, State Lottery – Internet Sales Authorization and Distribution of Proceeds. If adopted, the legislation would authorize the Maryland Lottery to offer its games to in-state consumers through online sales channels.

Wechsler discussed the importance of remaining competitive and modernizing at the same pace as other gaming products offered in the market in order to maintain and grow the Maryland Lottery’s more than $714 million in profits returned annually.

“The Maryland Lottery is like all other businesses selling products to consumers; it must modernize to meet changing consumer demand,” Wechsler said in a prepared testimony. “Providing convenient and relevant experiences to consumers online and at retail will be critical to enable the Maryland Lottery’s sustainability and maximize revenue potential for the state.”

Wechsler also shared key iLottery facts with the Committee as it considers this legislation, which included:

  • iLottery doesn’t cannibalize bricks-and-mortar retail sales. Of the twelve United States lotteries selling online today, none have experienced cannibalization at retail. Retail sales have grown faster in iLottery jurisdictions than in states that do not sell online.
  • Online sales platforms provide player protections and tools that support healthy, responsible lottery play. Key platform features can include the ability to self-exclude, engage in cooling-off periods and/or set limits on deposit and play amounts.
  • iLottery is a new, convenient sales channel to offer lottery products; it is not designed to be a substitute for or compete with casino games. iLottery has proven in other states to successfully co-exist with iCasino, sports betting and other forms of gaming.

Tolima Lottery Transferred More Than $6.4B to the Health System in 2023

In 2023, the Tolima Lottery transferred a total of $6439 million to the health sector. These resources, for the most part, were generated as monopoly income and come from the total sales of the traditional lottery game achieved by the company in the same period.

Marco Emilio Hincapié Ramírez, president of Coljuegos, indicated that, by 2023, the Tolima Lottery recorded sales for a total of $24,762 million, which represented an increase of 23% compared to 2022.

“During the previous period, we were able to see how lottery game operators in the country considerably increased their sales. This is significant if we take into account that the more lottery tickets that are acquired by players, the greater the amount of resources that can be transferred to the health sector,” said the president.

Likewise, the official mentioned that, in 2022, transfers from the Tolima Lottery were $6331 million: “This indicates that, in the last two years, transfers to health from this lottery amounted to $12,770 million,” Hincapié said.

Thus, it is worth noting that, in total, the 15 authorized operating companies transferred $417,131 million during the periods 2022 and 2023 for all concepts (monopoly income, tax on winners, tax on foreign lotteries, and expired prizes), with sales that reached $1.6 billion in the last two years.

“We want to highlight the contribution that the Tolima Lottery has made to the health of the department. Likewise, we invite all players to buy only from authorized distributors and their trusted lotteries,” concluded the president of the entity.
