I. NOTICE OF WORKSHOP
The Nevada Gaming Control Board (Board) will hold a workshop to receive public input on proposed amendments to Nevada Gaming Commission (NGC) Regulation 5A regarding, without limitation, operation of interactive gaming.

THOSE INTERESTED PARTIES REQUESTING TO PARTICIPATE IN THE WORKSHOP WILL BE NOTIFIED WITH INSTRUCTIONS ON HOW TO ATTEND.
IN-PERSON ATTENDANCE AVAILABILITY IS SUBJECT TO APPLICABLE OCCUPANCY AND SOCIAL DISTANCING RESTRICTIONS. PARTICIPATION REQUESTS WILL BE PROCESSED ON A FIRST-COME BASIS AND THE BOARD CANNOT GUARANTEE THAT PARTICIPANTS WILL BE AFFORDED THEIR PREFERRED METHOD OF PARTICIPATION.

This public comment agenda item is provided in accordance with NRS 241.020(2)(c)(3) which requires an agenda provide for periods devoted to comments by the general public, if any, and discussion of those comments. No action may be taken upon a matter raised under this item of the agenda until the matter itself has been specifically included on an agenda as an item upon which action will be taken.
III. WORKSHOP AGENDA
For Possible Action:
2021-03R: CONSIDERATION OF PROPOSED AMENDMENTS TO NEVADA GAMING COMMISSION REGULATION 5A REGARDING, WITHOUT LIMITATION, OPERATION OF INTERACTIVE GAMING ACCOUNTS.
PURPOSE: In accordance with NRS 463.145, NRS 463.150, and NRS 463.750, to remove provisions limiting interactive gaming to the game of poker and to make related amendments including without limitation: 1) create definitions of ânon-peer-to-peer gameâ and âpeer-to-peer game;â 2) remove definition of âpoker;â 3) clarify that a licensed operator of interactive gaming must continue to meet the applicable qualifications necessary for licensing set forth in NRS 463.750; 4) delete requirements regarding persons who may access interactive gaming system; 5) amend internal control standards including requirements related to personal information; 6) amend requirements related to the adoption of rules for all games offered on an interactive gaming system; 7) amend authorized player registration requirements; 8) amend requirements related to interactive gaming accounts; 9) amend provisions related to self-exclusion including the creation of a state-wide list of individuals who have self-excluded from participating in interactive gaming; 10) amend provisions related to compensation received by an operator for conducting a game; 11) amend provisions related to the use of celebrity players; 12) create provisions for the adoption and use of a Commission seal; 13) amend provisions related to what operators must display on their website; 14) amend provisions related to gross revenue computation; 15) amend provisions related to the maintenance of records; and to take such additional action as may be necessary and proper to effectuate these stated purposes.

Massachusetts Gaming Commission Launches Official Seal of Approval
The Massachusetts Gaming Commission (MGC) has recently developed and adopted an official seal of approval, which all licensed sports betting operators in the state are now required to display on their digital platforms. The introduction of this seal represents a significant step in the MGCâs ongoing efforts to promote responsible and regulated gaming within the Commonwealth.
The seal is intended to serve as a clear signal to consumers that they are accessing a sports betting platform licensed and regulated by the MGC. By prominently featuring this seal, customers can easily distinguish between legal, licensed operators and unsafe, illegal alternatives.
âThe MGC has spent considerable efforts ensuring that the operators licensed in the Commonwealth share our values and are committed to consumer protections and responsible gaming. Massachusetts residents who choose to gamble on sports deserve to know their data, personal and financial information are protected, and only the legal marketplace offers those protections. By locating this seal, users will be able to easily identify a legal sportsbook from an illegal operator,â said Commissioner Eileen OâBrien.
Offshore and unlicensed sports betting sites have been accessible to patrons across the US for years. However, with the legalization of sports wagering in Massachusetts, these offshore operators may attempt to present themselves as legitimate. Yet, they are not licensed by any state jurisdiction and do not comply with the same regulations and consumer protection standards as the legal market.
The risks of using these illegal platforms extend beyond potential data breaches or financial losses. Unlicensed operators may refuse to honor winning bets, leaving consumers with little to no recourse. Illegal gambling activities are also often tied to other serious crimes. The Massachusetts Attorney Generalâs Office has issued cease-and-desist orders to several major illicit operators. It will continue to monitor and take action against such unlawful activities in coordination with the MGC. The Commission would urge anyone looking for more information on illegal platforms to visit the website of the American Gaming Association.
This newly adopted seal serves as a visual reminder of the regulations in Massachusettsâs legal sports betting market. It enhances consumer protection and builds trust with members of the public who choose to engage in sports betting. By identifying the official MGC seal, customers can have peace of mind knowing they are accessing a fully licensed platform compliant with the Commonwealthâs laws and regulations.
