NYSGC Names Cindy Rubi Estrada to Gaming Facility Location Board

The New York State Gaming Commission (Commission) unanimously appointed Cindy Rubi Estrada to the New York Gaming Facility Location Board (Board), which is overseeing the commercial casino siting process.

“I thank Cindy Estrada for lending her expertise and taking on this true public service. The Gaming Facility Location Board’s important work has far-reaching implications for the entire State, and I am grateful for their service,” said Commission Chair Brian O’Dwyer.

Born in East Harlem, raised in Bayamon, Puerto Rico, and a longtime resident of The Bronx, Estrada has been a small business owner since the age of 19. She currently serves as the Executive Director at the New York City Hispanic Chamber of Commerce, a position created in 2015. She had previously held the position of vice president since its origin in 2006.

Estrada started in business in 1972 as the owner of a women’s designer boutique, which she followed by founding Woop’s Manufacturing in 1979 where she produced children’s Olympic sweaters for the 1980 Winter Olympic Games. Estrada worked in the travel business with Nick Lugo Travel since 1988, first as Vice President, Corporate Travel Services, and later as Partner and finally as a consultant. In addition, Estrada has been active with Somos El Futuro since 1987.

Estrada joins Vicki Been, Terryl Brown, Marion Phillips, III, and Greg Reimers on the Gaming Facility Location Board.

The Board is ultimately responsible for reviewing and evaluating casino applications and recommending up to three facilities for licensure.
