Pollard Banknote’s Productive Partnership With the Michigan Lottery Continues With New Contract Extension

Pollard Banknote Announces Acquisition of Pacific Gaming

Pollard Banknote Limited is pleased to announce that it has been granted a one-year extension to its instant ticket games and related services contract by the Michigan Lottery (“Lottery”). Under this agreement Pollard Banknote will continue to supply the Lottery with outstanding games and strategic support through December 31, 2021.

Pollard Banknote has worked closely with the Lottery for 25 years, offering strategic insights and recommendations across a broad range of lottery products and services, including innovative games, retail initiatives, and digital engagement. Over the course of the current contract, which began on January 1, 2017, Pollard Banknote has printed many of the Lottery’s instant games. In addition to providing instant tickets and related services, Pollard Banknote, together with its family of companies, supplies the Lottery with ticket dispensing systems, digital games, pull-tabs tickets and pull-tabs vending machines, and its award-winning iLottery program.

The Lottery has achieved exceptional sales results since the start of the current agreement, including a 25% increase in instant sales from FY 2017 to FY 2019, which is more than double the rate of average growth among U.S. lotteries (11 %) over the same period. In addition, the Lottery has earned consistent year-over-year instant sales growth in the double-digits for the past seven years.

Over the years, Pollard Banknote has helped the Lottery strengthen and complement its core games category with novel play concepts, innovative printing methods, and digital game apps. For example, 5X Cashword, launched in February 2020, delighted players with a brand-new play style and app-based second chance promotion, resulting in 10-week sales that were 47 % higher than average sales for the Lottery’s other $5 crossword games since 2017.

Pollard Banknote also has played a role in the incredible 49% sales growth of the Lottery’s higher price point ($20+) category from FY 2017 to FY 2019. Strong recent contributors to this category were $50,000,000 Cash Blowout and Millionaire Wild Time, both of which represented the inaugural $20 launch of a popular brand. Millionaire Wild Time, which launched alongside the Lottery’s redesigned Wild Time app, contributed to a 12 % increase in $20 sales based on a comparison of sales 10 weeks before and after its launch.

“We are proud of the strong relationship we’ve cultivated with the Michigan Lottery, based on a shared vision for success focused on outstanding games, retail excellence, and digital innovation,” said Donna Preziotti, Director, Sales & Marketing, Pollard Banknote. “This contract extension demonstrates the productive nature of our collaborative partnership and we look forward to helping the Lottery continue to deliver outstanding lottery experiences to its players.”

“We strive to offer Michigan players innovative and engaging products. Pollard Banknote routinely brings exciting and innovative instant ticket games and strategies to the table. Many of those games are manufactured in Pollard Banknote’s Michigan facility by Michiganders, having a positive economic impact on the state,” said Glenn Strong, Deputy Commissioner of Games and Marketing, Michigan Lottery. “Our partnership with Pollard Banknote has helped us achieve consistent, record-breaking growth over the past four years and maximize our contributions to the School Aid Fund.”

California Gambling Control Commission Advances Licensing, Tribal Partnerships, and Responsible Gaming Initiatives

Published

on

Sacramento, CA — In a meeting packed with regulatory updates and licensing decisions, the California Gambling Control Commission (CGCC) convened on April 24 to advance numerous agenda items impacting the state’s gambling landscape—from tribal gaming approvals to responsible gambling programs and operator renewals.

Problem Gambling & Public Health Takes the Stage

The Commission meeting opened with a presentation by Sosha Marasigan-Quintero from the California Department of Public Health, offering an overview and update on the California Problem Gambling Treatment Services Program. While no specific staff recommendations were provided, the update underscores California’s continued focus on behavioral health in gambling.

Tribal Revenue Distribution Approved

The Commission approved the quarterly distribution of payments from the Revenue Sharing Trust Fund to eligible recipient Indian Tribes. This routine, yet vital, procedure ensures the equitable distribution of revenue to support tribal sovereignty and infrastructure across the state.

Cardroom Licensing: Approvals and Extensions

Among key licensing matters:

  • 500 Club Casino (K & M Casinos, Inc.) received both initial and renewal owner-type license approvals through January 2027.

  • Casino Chico, Hollywood Park Casino, and Lake Bowl Cardroom were granted renewals and short-term extensions, some with conditions such as improving record-keeping systems or ensuring regulatory compliance ahead of reopening.

  • Hotel Del Rio & Casino was granted a 60-day extension under several strict conditions, including updated safety plans and the restatement of commingled financial records.

Key Employee Licensing Actions

The Commission approved several initial and renewal key employee licenses. Notably:

  • Jeffrey Thompson was approved with a condition prohibiting involvement in illegal gambling activities.

  • Kevin Lee and George Rahme received 120-day extensions for renewal processing.

Third-Party Proposition Player Services Under Scrutiny

The Commission approved both initial and temporary licenses for Fortune Players Group, Inc., with a lengthy list of conditions tied to the conduct of a former associate, Rene Medina. These conditions highlight the Commission’s ongoing vigilance in monitoring third-party player services and maintaining compliance across operations.

Progressive Gaming, LLC was also approved for an initial license, further expanding third-party service provider capacity.

Gaming Resource Suppliers & Tribal Approvals

Initial suitability findings for several prominent tribal gaming resource suppliers were approved, including:

  • HCAL, LLC

  • JCM Global

  • Konami Gaming, Inc.

  • PDS Gaming, LLC

Dozens of tribal gaming employees were also approved for key positions at tribal casinos across California, reflecting the Commission’s continued support of tribal gaming operations and the necessary workforce to support it.

Notable Withdrawals and Denials

In two notable cases, requests to withdraw license applications—Josephine Hoang and Jesus Bojorquez—were denied, signaling the Commission’s increased scrutiny and emphasis on applicant accountability.

A Broader Look Ahead

With regulatory reform on the horizon and ongoing efforts to promote responsible gaming, the April 2025 CGCC meeting showcased a mix of routine license management and deeper engagement with emerging compliance issues. As the Commission prepares for the next quarter, the groundwork laid in this session will likely influence policy developments and enforcement trends across California’s gambling sector.
