ADG Division of Racing Opens 2025–2026 Racing Season With Record Equine Safety Results and New Racing Director
As Arizona prepares to open the 2025–2026 live racing season, the Arizona Department of Gaming (“ADG”) is recognizing significant progress in horse racing safety. Last season, Arizona recorded its lowest equine fatality rate since the state began tracking these metrics. This result reflects strong collaboration among the ADG Division of Racing, the Arizona Racing Commission (“the Commission”), and the racetrack and its personnel, veterinarians, stewards, horsemen, and jockeys.
This historic low was achieved under Arizona’s co-regulatory framework and through the continued implementation of safety-first initiatives and oversight measures. During last year’s meet, ADG conducted pre-race and post-race veterinary examinations, monitored surface maintenance and testing, completed red-flag reviews, and enforced national standards under the Horseracing Integrity and Safety Authority (“HISA”). “This achievement demonstrates what is possible when regulators, industry partners, and racetrack staff work together, and reinforces the importance of strong, consistent regulation. When standards are clearly defined and fully enforced, we create safer conditions for horses, jockeys, and everyone involved in racing,” said Jackie Johnson, Director of ADG.
As the new racing season begins, ADG remains focused on sustaining this momentum. The Department and the Commission look forward to continued collaboration with the racing community to support another safe and successful meet.
Announcement of New Racing Division Director
ADG Director Jackie Johnson has delegated authority to Shannon Nelson to serve as Racing Division Director. Nelson serves as the ADG Deputy Director of Regulation and will now oversee both roles, ensuring continuity in regulatory leadership and coordination with the Arizona Racing Commission and industry stakeholders.
“I am especially proud of the ADG staff, whose dedication, professionalism, and tireless work last season made the historic progress in safety possible and helped protect both human and equine athletes,” said Shannon Nelson, Racing Division Director and Deputy Director of Regulation. “As I step into this role, my focus is on strengthening the partnerships that have supported these results and continuing to advance a safe and successful season ahead.”
2025-2026 Season Information
The 2025–2026 live race days are primarily Monday through Thursday, with some special Saturday events. The 102-day live racing season begins on November 10, 2025, and runs through May 2, 2026.
Racing licensing is available at the Turf Paradise Racing Office from 8:00 a.m. to 2:00 p.m. Licensing is also available by appointment at the Arizona Department of Gaming. Additional information is available at Gaming.az.gov/racing/forms-licensing-fees.
