KHRC: Retail and Mobile Applications for Sports Wagering Received

One month after announcing that sports wagering will open in Kentucky Sept. 7 at retail locations and Sept. 28 for mobile applications, Gov. Andy Beshear has now provided an update on licensing applications.

“The countdown is on. Kentuckians can plan to place their first sports wagers, at a retail location, in just 28 days. Bringing sports wagering to the state not only gives Kentuckians a much-anticipated new form of entertainment, but also brings money to the state to support pensions, freeing up money that can be used to build a better Kentucky through the funding of education, economic development, disaster recovery and other necessary projects, like providing cleaner water, building roads and high-speed internet,” said Gov. Beshear.

The Kentucky Horse Racing Commission (KHRC) has received applications from seven of the state’s licensed racetracks:

  • Churchill Downs, Louisville;
  • Cumberland Run, coming soon to Corbin;
  • Ellis Park, Henderson;
  • Oak Grove Gaming and Racing, Oak Grove;
  • The Red Mile, Lexington;
  • Sandy’s Gaming and Racing, coming soon to Ashland; and
  • Turfway Park, Florence.

Racetracks licensed for sports wagering may open retail sports wagering facilities at their satellite locations.

Mobile service providers that have applied for a license to operate in Kentucky include:

Licensing applications do not guarantee licensure. Applications are being reviewed by KHRC staff and will be voted on at a meeting of the full commission Aug. 22. The KHRC is also in the process of reviewing licensing applications for key employees.

“The KHRC is excited to open sports wagering and is working efficiently to meet the necessary deadlines. This is a careful process dedicated to wagering integrity and protecting bettors in the state of Kentucky,” said KHRC Chairman Jonathan Rabinowitz.

Arizona Department of Gaming to Accept Applications for Event Wagering Licenses

 

The Arizona Department of Gaming (ADG) is pleased to announce that it will begin accepting applications for event wagering licenses in July. Pursuant to A.R.S. § 5-1304 and A.A.C. R19-4-105 and 106, ADG will accept applications for no less than one event wagering license reserved for Arizona Tribes and no less than one event wagering license reserved for Arizona Sports Franchises, as defined in A.R.S. § 5-1301(7).

Prospective applicants are encouraged to review the provided materials on ADG’s website carefully to understand the application process and requirements.

The application window for event wagering licenses will open on July 8, 2024, and will close on July 19, 2024 at 5 PM. Applicants must submit their completed applications within this timeframe in order to be considered for a license. ADG will thoroughly evaluate all applications received based on the established criteria pursuant to the State’s event wagering rules and statutes.

Atlantic Coast Conference Signs Comprehensive Partnership with Integrity Compliance 360

The Atlantic Coast Conference (ACC) and Integrity Compliance 360 (IC360), formerly U.S. Integrity and Odds On Compliance, have announced a comprehensive partnership. This partnership will provide each ACC member institution access to Integrity Compliance 360’s integrity monitoring technology and data insights. The proprietary integrity monitoring technology analyzes various data sets to identify irregular contest-level officiating and wagering patterns proactively. Many major collegiate conferences and professional sports organizations in the country also utilize this integrity monitoring service.

The agreement also gives each ACC member institution the option to opt in to receive Integrity Compliance 360’s educational services and access to its ProhiBet platform. ProhiBet is a comprehensive solution designed to prevent participation in prohibited sports wagering activities by student-athletes, coaches, and staff.

MGCB Hosts College Sports Betting Panel Discussion on Rules, Regulations, and Compliance

The Michigan Gaming Control Board (MGCB) recently convened a panel discussion focused on college sports betting regulations and compliance measures. The June 3 informative session offered insights into the intricacies of governing college sports betting, emphasizing the importance of maintaining integrity within the industry.

“The Michigan Gaming Control Board is dedicated to fostering a transparent and compliant gaming environment, particularly in the realm of college sports betting. By hosting this panel discussion and engaging with NCAA Division I collegiate officials involved with overseeing compliance, talking about ways in which we might be able to work together to prevent student-athletes from illegally gambling, we aim to uphold the highest standards of integrity and responsibility,” MGCB Executive Director Henry Williams said.

The panel consisted of seasoned experts in gaming and regulatory practices, including:

  • Dave Murley, Deputy Director of Online Gaming & Legal Affairs, MGCB
  • Mark Hicks, Managing Director of Enforcement, National Collegiate Athletic Association (NCAA)
  • Richard Taylor, Director of Responsible Gaming, BetMGM
  • Dan Trolaro, Co-Managing Director of Education and Training Services, IC360
  • Patrick Walter, Supervisory Special Agent, Federal Bureau of Investigation (FBI) – Detroit Office

Panelists shed light on key aspects of college sports betting, including rules, regulations, and compliance measures. Participants engaged in thoughtful dialogues aimed at enhancing understanding and ensuring adherence to established guidelines.

“Athletes are risk takers and are conditioned to know if they practice, they can get better, but the problem is that’s not how gambling works. Current K-12 educational curriculums include discussions about drugs, alcohol, and stranger danger but not about gambling, risk taking, and decision-making. We need to create curriculum about gambling so that we can empower our student-athletes and equip them with the tools they need to succeed in life after college,” Dan Trolaro, Co-Managing Director of Education and Training Services at IC360, said.
